ABOUT IPCHS

Institute for the Protection of Cultural Heritage of Slovenia (IPCHS) is the national institution responsible for the preservation, protection and promotion of immovable and related movable and living cultural heritage.

Our tasks and objectives

Protection of cultural heritage: IPCHS is responsible for the identification, evaluation, documentation and protection of Slovenia's cultural heritage.

Cultural heritage research: IPCHS conducts research on cultural heritage and cooperates with various professional and scientific institutions in its study.

Education and awareness raising: IPCHS runs education programmes and raises public awareness of the importance and value of cultural heritage. In doing so, it encourages a responsible attitude towards heritage and promotes its importance for the identity and cultural richness of society.

Cooperation with local communities: IPCHS cooperates with local communities, municipalities and other stakeholders in the protection and management of cultural heritage. The aim is to create synergies between national and local levels and to preserve heritage at all levels.

Cultural heritage management: IPCHS participates in the planning and implementation of measures for the conservation and maintenance of cultural heritage at national and local level.

International cooperation: IPCHS cooperates with foreign institutions and organisations, exchanges knowledge and experience, and participates in international projects in the field of cultural heritage protection.

Director general

In 2014, architect Jernej Hudolin took over the management of the IPCHS. Under his leadership IPCHS has implemented several major projects. Recent projects include the restoration of the Plečnik House and the National Gallery in Ljubljana and the Minorite Complex in Maribor, the restoration of Bled Castle and the church on the island, the extensive rehabilitation and presentation of ancient mosaics in Izola and Celje, and the logistically challenging restoration of the Aljaž Tower, the exceptional restoration work on the works of Benedetto and Vittore Carpaccio, two of the paintings were also exhibited in the Doge's Palace in Venice in 2023 as part of the retrospective exhibition of the works of Vittore Carpaccio, after the completion of the conservation and restoration work.
Under his leadership, the Institute for the Protection of Cultural Heritage of Slovenia has become a partner in multi-million euro, development-oriented international projects such as the InnoRenew Centre of Excellence (CoE) and The European Research Infrastructure for Heritage Science (E-RIHS).

Expert Council

Members of the Council of Experts of the IPCHS: Matej Klemenčič, Ph.D. (Chairperson), Blaž Šeme, Ph.D., Jurij Dobrila, Maruša Zorec, Ph.D., Špela Karo, Ph.D., Eva Sapač, Ph.D., Barbka Gosar Hirci, MA, Robert Peskar, Ph.D., Barbara Nadbath. The Expert Council of the IPCHS was appointed on the 12th of August, 2020.

The tasks of the Expert Council of the IPCHS:

  • monitors and evaluates the performance of the Institute and the policies of its founder,
  • assesses the relevance of the strategic plan and work programme to the purpose for which the Institute was set up,
  • considers questions relating to the Institute's professional work and gives the Director-General opinions, proposals and initiatives to resolve them,
  • gives a preliminary opinion to the Founders on the appointment and dismissal of the Director-General,
  • take other initiatives and make proposals concerning the Institute's activities,
  • carry out other tasks in accordance with the applicable rules and this Decision.

IPCHS Council

Members of the Council of the ZVKDS: Petra Blajhribar Kubo (Chairperson), Dr Marko Jaklič (Deputy), Dr Neža Čebron Lipovec, Dr Tina Potočnik (ZVKDS) and Metka Sušec Praček. The Council was constituted on 24.4.2024.

The tasks of the Council of the IPCHS

  • supervises the legality of the Institute's work and operations, monitors, analyses and evaluates its performance, and proposes to the founder an audit of its operations, which may also be carried out by an internal auditor,
  • assesses the performance of the Director-General and Assistant Directors,
  • approves and monitors the strategic plan, the work programme, the financial plan, the establishment plan, the organisation of work, the staff plan, the procurement and maintenance plan and the institution's collective agreement,
  • adjudicate on workers' complaints concerning their rights, obligations and responsibilities under the employment relationship,
  • gives a preliminary opinion on the appointment and dismissal of the Director-General and Assistant Directors,
  • appoints the members of the Board of Experts, concludes the employment contract with the Director general.

Regional units

The 7 regional units of the IPCHS cover the whole state, dealing with the registration of heritage and monuments, their valorisation and the procedures related to their proclamation. As part of their administrative tasks, they issue cultural protection conditions and consents or opinions for interventions.

The Cultural Heritage Service is one of the two main organisational units of the IPCHS, comprising 7 regional units covering the whole country. The Cultural Heritage Service cooperates with owners and other users of heritage and carries out administrative and professional tasks and public protection mandates. Its main tasks include recording and documenting heritage, evaluating heritage and preparing proposals for entry in the Register of Immovable Cultural Heritage, preparing proposals for the designation of heritage as a cultural monument, issuing cultural protection acts for renovations, carrying out supervision of interventions, and various tasks in the field of popularisation and promotion of heritage.

The Centre for Conservation is one of the two main organisational units of the IPCHS. It brings together two larger organisational units that operate throughout the country, the Restoration Centre and the Centre for Preventive Archaeology. Within the Center for Conservation also the Research Institute operates. The main tasks of these units are to ensure the methodological and infrastructural development of restoration conservation and preventive archaeology, to carry out complex research and other interventions on monuments, heritage and archaeological remains. We pay special attention to the popularisation of our work.

As part of the national public service, the Restoration Centre is responsible for the development of the conservation and restoration profession and carries out direct implementation tasks on state-owned monuments. The Conservation Centre also carries out direct activities on privately owned monuments, for which it conducts and implements preliminary surveys, prepares conservation plans and conservation and restoration project documentation for the interventions it carries out. Particular attention is paid to research, promotional and educational tasks.

The Centre for Preventive Archaeology manages and carries out preliminary archaeological investigations in the area of national planning acts, the area of release of building land within settlements and state-owned and privately-owned monuments. It also pays particular attention to the methodological and infrastructural development of archaeological research and post-excavation procedures. In addition, it organises solo exhibitions and publishes its own publications to popularise and develop public awareness of preventive archaeology.
